Research Ethics Guideline for Convergence Society for SMB

The members of Convergence Society for SMB(the Members hereinafter) will make efforts to contribute to information-oriented society and companies and development of digital industry by facilitating researches and exchanges in national policies related with digital policy, management, technology, medical science, entertainment and convergence. Acknowledging that conscientious behavior in fulfilling duties as digital policy experts has a significant influence on information-oriented society and companies as well as digital industry, the Members shall pledge utmost ethical and occupational behavior thereof and comply with the code below to gain trust from the society.

Article 1 General
  • 1.[Objective] The guideline is aimed to establish research ethics for papers issued by Convergence Society for SMB(the Society hereinafter), prevent any actions or activities that are against the ethics and verify the ethical code fairly and systemically if any such violation occurs.
  • 2.[Application] The guideline shall be applied to papers published or to be published in the journal of the Society and all papers presented at including but not limited to academic conferences, forum, and symposiums either in the form of oral presentation, poster presentation or publication in any journal of such events (the Paper hereinafter).
  • 3.[Definition] Actions or activities against the research ethics (‘Violation’ hereinafter) include forge, falsification, plagiarism, self-plagiarism and improper indication of author done during the course of presentation and publication of the Paper and the definition of each of the term above is as follows:
    • (1)‘Forge’ refers to creating data or research result that does not even exist.
    • (2)‘Falsification’ refers to distorting the contents or results of the Paper through artificial manipulation of the research material, equipment and process or arbitrary change and/or deletion of data.
    • (3)‘Plagiarism’ refers to using ideas, research contents or results of others without proper citation.
    • (4)‘Self-plagiarism’ refers to reusing a substantial portion of any of his/her own copyrighted paper already published in other journal in the same language as it is or by slightly changing it without providing clear citation or reference note.
    • (5)‘Improper indication of author’ refers to not granting the authorship to those who made scientific or technical contribution or devotion to the research or result without any due reasons, or giving the authorship to those who made no such contribution or devotion to the Paper as a token of appreciation or honorable treatment.
Article 2 Responsibility of Research Ethics Committee
  • 4.[Function] The Committee deliberates and determines the following items to secure research ethics.
    • (1)issues regarding establishment and operation of the system related with the research ethics
    • (2)issues on receiving report about Violation, organizing the investigation committee and appointing the investigators
    • (3)issues on protecting the informant and regaining impaired reputation of those under investigation
    • (4)issues on processing preliminary and actual investigation result and follow-ups
    • (5)Other issues the chairman of the Committee raise as agenda
  • 5.[Composition] The Committee consists of up to five personnel including the chief editor of the journal as the chairman, one editor and an expert recommended by the academic chairperson and president of the society of the digital policy and management.
  • 6.[Meeting] The Committee shall comply with the following:
    • (1)The chairman convenes and chairs a meeting.
    • (2)The meeting makes a decision with presence of a majority of the current members registered and approval exceeding a half of the attendants.
    • (3) The chairman, when it is deemed the bill to consider is insignificant, can put it on written deliberation.
Article 3 Responsibility of Members
  • 7.[Basic principle] Each member, as an expert and responsible individual, shall:
    • (1)place emphasis on fairness and sincerity;
    • (2)avoid causing anybody damage;
    • (3)maintain accuracy and objectiveness of the research result; and,
    • (4)disclose the interests concerned with the research and act accordingly.
  • 8.[Social responsibility] Each member, in fulfilling their duties, shall:
    • (1)be aware of the social responsibility that arises from the progress the outcome of the digital policy;
    • (2)try to inform the society in a objective perspective of the influence the digital policy development has on the society; and,
    • (3)minimize possible conflict of interests that might occur during the course of researches and make the most responsible decisions.
  • 9.[Social trust] Each member, in fulfilling their duties, shall:
    • (1)not disclose any confidential acquired from the job to anyone;
    • (2)not use any confidential acquired from the job in the interest of my own or others; and,
    • (3)respect the provision of any contract, agreed issues and division of responsibility made after mutual agreement on the job.
  • 10.[Intellectual property] Each member, in fulfilling their duties, shall:
    • (1)respect others’ creative research and clearly state the source when citied;
    • (2)not infringe on copyrights, patent or other intellectual property;
    • (3)firmly comply with the obligations of intellectual property rights such as forge, falsification or self-plagiarism; and
    • (4)obtain written consent before using achievement of others that has yet to be published as basic or key components.
  • 11.[Research and development] Each member, in fulfilling their duties, shall:
    • (1)respect perspective of each other and create a forum where research information can be exchanged;
    • (2)have a goal of building an international information society that is safe and reliable in the long run; and,
    • (3)contribute to skill development by improving academic discipline through fair competition among the members.
  • 12.[Implementation standard] Each member, in fulfilling their duties, shall:
    • (1)maintain responsible attitude in informing and presenting his/her work;
    • (2)establish development and evaluation system among each other; and,
    • (3)cooperate to build the system that helps recognize social reaction to the digital policy all the time.
  • 13.[Manager standard] Each member shall comply with the above items when they hold a managing position for the organization they belong to and also shall:
    • (1)urge the members of the organization they manage to comply with them through proper training; and,
    • (2)set up the ways to maintain and improve the organizational system and manage the resources reasonably.
Chapter 4 Verification of Research Ethics
  • 14.[report of Violation] The Committee receives such Violation reports in all possible manners including letter, call or e-mail and the report shall be made under real name in principle. When the report is made under anonymity, however, efforts shall be made to receive the paper title, details and evidence of the Violation via written document or e-mail.

  • 16.[Investigation period] The Committee, in fulfilling its duties, shall:
    • (1)initiate the investigation within 30 days after receiving such report; and
    • (2)complete the investigation within 90 days from the initiation date including final judgment.
  • 17.[Request of information] The committee may request additional information about the informant, those under investigation, witness and reference witness, to which those under investigation must respond.
  • 18.[Protection of right and confidentiality] The identification of the informant shall not be exposed directly or indirectly under any circumstances and his/her name shall not be included in the investigation report to protect the informant unless it is absolutely necessary.
  • 19.[Objection and right to defend] The Committee shall guarantee equal right and opportunity for those under investigation to make statement, raise objection and make argument and inform them of the related procedure in advance.
  • 20.[Judgment] The Committee, in fulfilling its duties, shall:
    • (1)finalize the investigation and result based on the objection raised or argument made and notify the informant and those under investigation of that.
    • (2)make a decision by votes when disagreement occurs upon the investigation and result, in which case, presence of a majority of the current members registered and approval exceeding a half of the attendants is required to pass.
    • (3)In case the informant or those under investigation protest against the judgment of the investigation committee, they can submit explanatory materials that include reasons of protest within 15 days after the notification and request re-examination.
Article 5 Disciplinary action
  • 21.[Disciplinary action] The president of the SDPM shall refer to the below items and determines the extent of punishment before taking disciplinary action if the Committee makes a suggestion of punishment.
    • (1)[Caution] All authors of the paper concerned shall be informed of such Violation and cautioned to give care to produce papers in the future.
    • (2)[Warning] All authors of the paper concerned shall be informed of such Violation and warned to give care to produce papers in the future with withdrawal of the published paper.
    • (3)[Reprimand] All authors of the paper concerned shall be informed of such Violation and its first author shall be deprived of the right to submit any paper to the Society for the next two years with withdrawal of the published paper.
    • (4)[Stern reprimand] All authors involved and the head of their organization shall be informed of such Violation and all authors of the paper shall be ripped of the right to submit any paper to the Society for the next three years. When the paper is plagiarized, the president of the SDPM shall send an official document of apology to the author(s) of the original paper after taking the measures aforementioned.
  • 22.[Rules of operation] Other details required to run the Committee shall be determined separately following the deliberation of the Committee.
  • 23.Supplementary provision: The guideline was legislated on January 1, 2011 and takes effect from the date of promulgation.
